Cott Village Project – Proposed Precinct Plan

The Town of Cottesloe (the Town) and the Shire of Peppermint Grove (the Shire) are excited to announce that they are working together to shape the future of the Cottesloe Activity Centre or, as it is colloquially referred to, Cott Village.

We are seeking to create an active, vibrant, and well-connected urban village which offers a wide variety of services and a great range of experiences, while respecting its sense of history and unique character.

The Town and Shire are looking to achieve this vision by developing a Precinct Plan for Cott Village; one that will be developed over the course of the next two to three years.

What is Cott Village?

Cott Village is comprised of the Cottesloe Town Centre Zone and the commercial node that includes Cottesloe Central Shopping Centre and retail premises on the eastern side of Stirling Highway in the Shire of Peppermint Grove, together with the Shire’s administration centre and the Grove Library.  

Why a Precinct Plan for Cott Village?

Cott Village is an important place of community focus for the neighbourhoods of Cottesloe and Peppermint Grove.

The Centre itself is identified in the State Government’s Directions 2031 and Beyond (WAPC 2010) as a District Activity Centre within the Perth Metropolitan Region. Development of Cott Village is likely to be substantially renewed over the next 20 years, with some works anticipated in the near future, and an overarching strategic planning framework is required in order to guide its (re)development over time.

What will the Cott Village Project comprise?

Part 1 – The study, including research and technical investigations

Part 2 – The formulation of an overarching strategic planning framework (the Precinct Plan) and associated local planning policy. The bulk of community and stakeholder engagement will be undertaken during this stage

Part 3 – The development of supporting instruments and plans such as a Schedule of Scheme Amendments

Part 4 – The development of an Action Plan, including capital works programming

How and when can I have a say?

The community and relevant stakeholders will have an opportunity to comment and contribute at various stages during the project. Part 1 has recently commenced, which includes small focus group sessions and interviews designed to gather preliminary data about Cott Village and its users.

During this initial research phase, our Curtin University Research Team is conducting questionnaire surveys aimed at residents and business operators within the Cottesloe and Peppermint Grove local government areas.

Detailed community engagement is set to commence in early December and will continue up to and including February 2020 so watch this space!

Please note: until recently the Town and Shire have been referring to the Precinct Plan as an Integrated Local Area Plan or ILAP. This name has been updated as ‘Precinct Plan’, as it better reflects recent changes in State Planning Policy, specifically SPP 7.2.
